- Human Resources (HR)
HR drives the formulation and implementation of programmes and initiatives to meet manpower needs so as to ensure our staff can be developed to their fullest potential.
This includes manpower planning, recruitment, rewards and recognition, performance management, learning and development, talent management and staff well-being.
Finance supports our operations by formulating financial strategies, policies and procedures on financial matters relating to budgeting, procurement, payments, revenue,
development projects and assets (including land and buildings) of the Ministry. It administers the Ministry’s Enhanced Environmental Initiative Fund and Reinvestment Funding from MOF.
- Information Communication Technology (IT)
Forming the technical backbone of the Ministry, IT plans and manages the delivery and maintenance of all infocomm technology initiatives for MEWR.
- Readiness & Corporate Services (RCS)
The RCS team oversees MEWR’s preparedness to respond to current and anticipated threats. The team also provides ministry-wide support services required for organisational excellence, oversees our day-to-day operations and maintains facilities and equipment in the Environment Building.
Environmental Policy Division (EPD)
EPD formulates, reviews and implements strategies for the protection and enhancement of Singapore’s living environment.
EPD comprises four units, namely Clean Air, Clean Land, Public Health, as well as the recently established Environmental Behavioural Sciences and Economics Research Unit (EBERU).
The respective units manage issues concerning (i) air quality and noise management, (ii) waste collection, disposal, minimization and recycling, (iii) public cleanliness, smoking prohibition, food hygiene,
dengue and rodent control, hawker centres and wet markets, and (iv) providing analysis and advice on Singapore’s environment and water policies and planning.
Energy and Climate Policy Division (ECPD)
ECPD, previously the Energy & Climate department of EPD, has been expanded into a new division to augment MEWR’s efforts in climate change policy and build up new capabilities.
The division has two teams, Energy Resources and Climate Resilience, to oversee issues such as energy efficiency, renewable energy, climate science and adaptation.
Water Policy Division (WPD)
An adequate, affordable and resilient water supply for Singapore is essential. To ensure so, WPD works on policies to (i) provide a reliable and high quality water supply and manage used water services,
(ii) regulate performance and demand management through tariff and cost control, as well as (iii) manage flood risk and drainage planning.
International Policy Division (IPD)
Singapore’s environment and water quality are affected as much by what happens within Singapore as well as what goes on beyond our borders.
Recognising these challenges, IPD seeks to maintain and enhance good relations with the international community through bilateral, regional and international initiatives.
Management of several environment issues are also governed by international conventions and agreements.
IPD ensures that Singapore contributes to these international initiatives and fulfils our obligations.
3P Network Division (3PND)
3PND works closely with our 3P stakeholders (the people, public and private sectors) to support our environmental policies and programmes,
build the Ministry’s corporate image through innovative strategies, and manage public engagement platforms.
3PND has four teams that focus on Media Relations, Marketing Communications, Partnerships, and Quality Service and Policy Sensing.
Futures and Planning Division (FPD)
FPD looks beyond the known to spot emerging threats and opportunities, so as to prevent surprise and achieve favourable outcomes. FPD provides research and development of future solutions to emerging and long term environmental challenges, and coordinates MEWR’s efforts to plan and develop the capability required to address longer term environmental challenges.
